The Conflict, Humanitarian & Security Department’s Operations Team (CHASE OT) is contracted through Crown Agents by the Department of International Development (DFID) and the Stabilisation Unit (SU) to provide support services and an operational team delivering advice and assistance on humanitarian disasters and emergencies. This role, which is part of the CHASE OT Finance and Resourcing Team, focuses on the recruitment to and management of the database of humanitarian experts, as well as maintaining the 'deployability' of these consultants and overseeing the evaluation and performance management of consultants.

Roles and responsibilities include:

  • Manage the end-to-end recruitment and selection of humanitarian experts to CHASE OT’s database (including appointment procedures), and undertake rapid, targeted recruitment campaigns for specific humanitarian consultancies when required.

  • Build and maintain effective relationships with the CHASE OT database consultants.

  • Engage with other departments within CHASE OT to ensure that consultants on the database are security trained, security cleared, and inducted.

  • Collaborate with the Humanitarian HR Officer in identifying suitable consultants for deployment to the field or London, and for inclusion in the UNDAC roster and retainer programme.

  • Review the current database selection process to increase efficiency and resource-effectiveness, developing supporting tools as necessary and developing training on new processes with the assistance of the L&D Adviser.

  • Develop Terms Of Reference, and associated selection and assessment tools for new database profiles as per DFID requirements, and undertake targeted recruitment campaigns to address skill shortages when required. This may include application forms, screening matrices, aptitude tests and interview questions.

  • Review how feedback and evaluation of consultants performance is currently obtained, and how this feedback is stored and utilised. Propose and implement an information management solution for performance feedback.

  • Manage our Applicant Tracking Systems, and other recruitment-related data management systems, and maintain the recruitment and selection logs and files.

  • Ensure the database holds full, accurate and up-to-date information on consultants including availability information.

Essential Qualifications, skills and experience:

  • Degree level education or equivalent experience

  • CIPD qualified or working towards qualification preferred

  • Demonstrable experience of all aspects of recruitment and selection

  • Experience of developing and implementing selection tools such as screening matrices, aptitude tests and competency-based interview questions

  • Good IT skills and familiarity and knowledge of e-recruitment systems, HRIS and databases

  • Ability to plan, organise and facilitate assessment events and interviews

  • Experience of providing HR advice to managers on recruitment and selection

  • Proven commitment to accuracy

  • Good communication skills with the ability to build effective relationships

  • Proven ability to work under pressure, and demonstrable organization and time management skills

  • HR experience in a humanitarian or government environment is highly desirable.

ECPAT International is a global network of civil society organisations working together to end the sexual exploitation of children through prostitution, pornography and trafficking. It seeks to ensure that children everywhere enjoy their fundamental rights free and secure from all forms of commercial sexual exploitation.

The ECPAT network currently has 90 member organisations in 82 countries in all regions of the world. All members are independent organisations or coalitions working against the commercial sexual exploitation of children (CSEC). The Secretariat of the Network is based in Bangkok, Thailand.

ECPAT’s capacity to accelerate progress against CSEC requires a stronger and more effective Network, served by a more responsive and unifying Secretariat. The movement requires enhanced global and regional collaboration, greater shared understanding, clarity of direction and a focus on common goals. Successful network development links national, regional and international efforts, with synergies and clear accountability among the different parts of the organisation that bring positive results for children.

In the South Asia region, ECPAT network comprises of 11 member organizations in 5 countries (Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka). ECPAT International’s work in South Asia over the years has included regional and national level advocacy; thematic research and country monitoring reports; capacity building on advocacy and programming against all forms of CSEC.

Job purpose

The Regional Coordinator for South Asia is a senior level position responsible for providing the strategic and technical leadership towards ECPAT’s advocacy and programming work against the commercial sexual exploitation of children (CSEC) in the region. The Regional Coordinator will represent the ECPAT International Secretariat to regional entities, national governments, UN agencies and child rights NGOs in the region. He/she will work towards achieving concrete results against CSEC and towards strengthening ECPAT’s services to South Asia’s children. The Coordinator will foster partnership and mobilise support in the implementation of the regional/global commitments in protecting children from sexual exploitation. Based on the global Network Development Strategy, the Regional Coordinator will develop, formulate and implement a regional strategy to strengthen the efficiency and effectiveness of ECPAT’s presence in the region and ensure CSEC remains a priority issue within the regional policy and programming frameworks. Network development includes support to the capacity building of member organisations and expansion to new countries.

The ECPAT Coordinator for South Asia will preferably be based in Kathmandu, Nepal to maximize collaboration with SAARC, SAIEVAC Regional Secretariat and related mechanisms and will liaise closely with the ECPAT network member organisations throughout the region. The position will report to Head of Network Development based in Bangkok, Thailand.

Tasks and Responsibilities

Knowledge management

· Ensure the CSEC Situational Analysis for the region is regularly updated and reflective of the emerging trends and new manifestations of CSEC through pro-active collection and analysis of information and incorporate and synthesize these in the Situational Analysis;

· Maintain an overview of issues relating to children, monitoring trends in the external environment and inputting to organizational strategy and planning processes;

· Provide technical support to conducting CSEC Situational Analyses in new countries.

Advocacy strategy and programme implementation

· Lead the development and implementation of the advocacy strategy for the South Asia region in cooperation with the ECPAT Secretariat and ECPAT member organisations with due consideration for regional and national opportunities and mechanisms, including identification of measurable indicators to monitor impact and progress;

· Develop evidence based, high quality and effective advocacy tools ( messages, documents and policy papers) especially on emerging issues such as sexual exploitation of children in Travel and Tourism and Child Sexual Exploitation Online;

· Promote coordination and collaboration between the ECPAT Network and UN agencies, INGOs and other stakeholders to maximize advocacy and programme opportunities against CSEC in the region particularly in line with global and regional commitments, with special focus on SDGs;

· Ensure that voices of children are heard in support of ECPAT’s advocacy work through incorporation of children’s participation/inputs in ECPAT’s advocacy strategy;

· Develop a regional annual Work Plan with measurable indicators of progress based on Regional Strategy and funding commitments;

· Ensure implementation of regional based projects, monitor progress and ensure timely and quality donor reporting.

Network development, coordination and support

· Formulate the ECPAT network development strategy for South Asia based on ECPAT’s global network strategy, which aims at a dynamic and effective network against CSEC in the region with tailored strategies for coalition members and for the alliances of national non-member groups in the South Asia region;

· Provide support to the National Coordinator in India to advance the multi-sector/stakeholder coalition model project and share progress/lessons learnt with regional/global processes on network development;

· Assess ECPAT’s network presence in the region and monitor its functioning; identify potential new member organisations; liaise with the ECPAT Board Credentials Committee on membership in the region;

· Organise ECPAT network regional consultations with members and partners and support the implementation of follow-up actions/commitments;

· Provide technical support and training to ECPAT member organizations as needed;

· Coordinate network communication within and across the region and the Secretariat in close collaboration with Regional Board Representative;

· Ensure that the regional section on the ECPAT Intranet Network HUB is up-to-date and promote active use of the Network HUB among regional members;

· Support ECPAT International Child and Youth Advisory Committee (EICYAC) members in the region in cooperation with the Global Coordinator for Children’s Participation.

External relations and representation

· With the approval and in consultation with the Secretariat , represent ECPAT externally, networking to promote ECPAT perspectives and build relationships that bring into ECPAT new insights and capacities to address CSEC;

· Develop relationships with international and regional child focused organisations and experts;

· Represent ECPAT International in key events and forums in the region;

Donor relations, proposal development, fund-raising

· Responsible for donor relation management and grant management, including report writing and submission.

· Proactive assessment of fundraising opportunities and development of funding proposals.

Profile

Qualifications

· Advanced university degree in human rights, social work, international development, public policy, communication, advocacy or related field;

· Minimum of eight years professional experience in advocacy and/or development programming;

· Demonstrated experience in policy advocacy work at the national and regional levels in South Asia;

· Demonstrated understanding of child rights instruments and monitoring processes.

Competencies

· Demonstrated commitment to ECPAT’s vision, values and principles;

· Ability to initiate external contacts and network effectively in order to have influence on policy and practice agendas;

It seeks to ensure that children everywhere enjoy their fundamental rights free and secure from all forms of commercial sexual exploitation.

The ECPAT network currently has 90 member organizations in 82 countries in all regions of the world. All members are independent organizations or coalitions working against the commercial sexual exploitation of children (CSEC). The Secretariat of the Network is based in Bangkok, Thailand.

During 2014-2015, ECPAT conducted a Global study on Sexual Exploitation of Children in travel and Tourism (SECTT). A key conclusion from the five countries in Sub-Saharan Africa researched is that there is unlikely to be a single strategy for combating SECTT that will be universally applicable in all contexts. Rather, a framework is proposed for analyzing the specific dynamics of this phenomenon in a particular country or location in order to identify the most appropriate strategies for prevention and response. This programme specialist will support ECPAT International in its advocacy efforts to encourage governments, NGOs and other stakeholders to identify opportunities and approaches for developing tailored services and support structures to strengthen the protection of children against SECTT in Sub-Saharan Africa.

Job purpose

This position will provide ECPAT International with the required technical assistance to deliver its mandate in Africa with a stronger and more effective response to ending Sexual Exploitation of Children in travel and tourism, in line with the organisational and Africa regional strategic framework and the recommendation of the Africa study on SECTT. The technical assistance will focus on advocacy activities in the region, the development and nurturing of multi stakeholder collaboration and partnerships within and outside the ECPAT Network and in the capacity building of Africa network members in order to increase their impact in combating the sexual exploitation of children at local, national, regional levels and in synergy with ECPAT International global level intervention.

Tasks and Responsibilities

Under the overall guidance and supervision of the Regional Coordinator for Africa, the Programme Specialist SECTT will be responsible for the tasks listed below:

Capacity Building

  • Identify capacity building needs of the Network members and partners in the area of SECTT, design and implement practical learning approach to address these needs;

  • Promote sharing of lessons learned and good practices in combating SECTT among network members and partners in Africa;

  • Provide support to the SECTT activities of the Network development project in South Africa as required;

  • Provide technical support to ECPAT Africa network members for a more effective engagement with government and all relevant stakehoders at national land local levels to enhance prevention of and response to SECTT.

Knowledge management

  • Dissemination of the findings of the Pan-African SECTT Study conducted in five countries (Ghana, Kenya, South Africa, Zambia, and Ethiopia), sharing with ECPAT members, stakeholders and political leadership. This includes organisation of a continental launch;

  • Assist in the preparation and organisation of briefings on the Pan-African SECTT Study for the Africa Committee of Expert on the Right and Welfare of the Child (ACERWC), other relevant AU organs, Regional Economic Commissions (RECs), and during strategic contintental forums and events for key stakeholders and regional entities.

  • Support ECPAT Network in concerned countries to broadly disseminate the SECTT Study findings at the national level for the purpose of influencing policy action;

  • Share findings of the SECTT Study with the hospitality industry and travel and tourism sectors to raise their awaressnes and promote appropriate preventive measures within the framework of the UN Global Compact on Children’s Rights and Business Principles;

  • Gather, synthesize and maintain up to date knowledge on SECTT in Africa through pro-active collection and analysis of information on the theme including trends, manifestations and the implications for regional bodies, mechanisms and key actors;

  • Update the SECTT overview for the region regularly, include it in the Africa Region CSEC overview.

  • Update the ECPAT Intranet Hub features with information on Africa SECTT programme and encourage network members to engage with and share information on the Hub.

Advocacy and Partnership

  • Assist the regional coordinator in working relations with the ACERWC, other AU organs and RECs to facilitate engagement of the Committee with Members States on SECTT;

  • Identify opportunities for partnerships with Private sector (Hospitality, Travel and Extractive industies, ….) at regional and national levels to jointly combat SECTT through appropriate SECTT preventive measures within the framework of the UN Global Compace on Chidren’s Rights and Business principles.

  • Assist in media relations to raise public awareness and promote action against SECTT in Africa;

  • Assist in the development of strategic parnerships with regional sports federations/ bodies (including CAF,CECAFA, etc.) to combat SECTT during mega sport events;

  • Provide contribution to the implementation of Global campaign as relevant.

Resource Mobilisation

  • Actively contribute to the identification of resources mobilization opportunities for ending SECTT Programming in Africa, preparation of funding proposals.

Management, monitoring and evaluation

  • Contribute to the formulation of the annual work plan and preparation of quarterly monitoring updates on the work plan implementation and narrative and financial reports;

  • Contribute to the production of donor reports.

Profile

Qualifications

  • An advanced university degree in social development studies, human rights or related field;

  • Minimum of five years international work experience in policy formulation, advocacy, planning, monitoring and evaluation in areas of child rights, child protection, including sexual exploitation of children;

  • Experience and knowledge of the African context, its human rights standards, its policy environments and service context;

  • Experience in Upstream Advocacy and Social mobilization.

Competencies

  • Demonstrated commitment to ECPAT’s vision, values and principles;

  • Ability to analyze and synthesize large amounts of information;

  • Strong drive for results and ability to work with minimum supervision, meet deadlines and prioritise multiple requests and demands;

OVERALL PURPOSE OF THE INTERNSHIP

The ECPAT International internship programme is designed to provide an opportunity to eligible candidates to contribute to and learn about child protection issues, particularly children’s rights to live free of commercial sexual exploitation. Interns are eligible to participate in the ECPAT International Secretariat activities. Interns are expected to carry out the duties assigned to them under the responsibility of the designated supervisor(s).

PRIMARY TASKS

  1. Provide overall support to the Global Coordinator on Children’s Participation to implement the Child & Youth Participation Programme “Giving Voice to Victims of CSEC”

Specific Responsibilities include:

  1. Develop the papers analyzing the regional venues for children’s and survivors’ participation in monitoring State’s obligations related to protection children form sexual exploitation and reporting to human rights institutions

  2. Support Global Coordinator in development and implementation of the Victims Bill of Rights project, including assistance in preparing the consultations with children and survivors, analyzing the results and working on the text of the document based on the results of the consultations

  3. Organisational Background Information

ECPAT International is a global network of civil society organisations dedicated to ending the commercial sexual exploitation of children (CSEC) which includes the exploitation of children through prostitution, child sexual abuse materials, trafficking of children for sexual purposes and the sexual exploitation of children in travel and tourism. It seeks to ensure that children everywhere enjoy their fundamental rights free and secure from all forms of commercial sexual exploitation.

The ECPAT International network currently has 90 member organisations in 82 countries.[1] ECPAT Member Groups are involved in the implementation of various initiatives to protect children at local and national levels, while the ECPAT Secretariat (based in Bangkok, Thailand) provides technical support, research and information. It also represents and advocates on key issues at the international and regional level on behalf of the network.

Background Information and Rationale

For more than a decade, the ECPAT International Secretariat has prepared and published Country Monitoring Reports (CMRs) to follow-up the implementation of the Stockholm Agenda for Action (1996)[2] which was an outcome of the first World Congress against the Commercial Sexual Exploitation of Children. These reports are intended to foster evidence-based advocacy in a specific country to promote legislative and policy improvements against CSEC.

The Agenda for Action against Commercial Sexual Exploitation of Children provides a detailed framework and categories of actions to be taken by governments in partnership with civil society organisations and other relevant actors for combating CSEC. Broadly, these actions have been focused on: 1) Coordination and Cooperation; 2) Prevention; 3) Protection; 4) Recovery and Reintegration; and 5) Child Participation. The Agenda for Action has thus been the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. It has also been used in the past to structure and guide the research, analysis and preparation of information presented in CMRs on the status of implementation of the Agenda in individual countries.

In October 2015, ECPAT International submitted a Network Development Project Proposal to the Human Dignity Foundation,[3] which was approved in December of that year.

Within the project, an ECPAT International Strategic Framework for Africa (2015-2018) was proposed, linked to priorities under ECPAT International’s own Strategic Framework Goals that will guide the work of the organisation and its network in Africa from 2015-2018. The Framework for Africa was developed through a series of consultations in 2013 and 2014, which gathered input on priorities and strategies to combat CSEC in the continent from the ECPAT Africa network and key stakeholders including the African Union, UN agencies and various other international, pan-African, national and local organisations.

These Africa consultations emphasised the need to apply concerted efforts towards bridging gaps in the general areas of protection, prevention, policy and legal frameworks, and enforcement. They also highlighted prevailing vulnerabilities to CSEC in need of urgent attention such as sexual exploitation of children online, sexual exploitation of children in travel and tourism, children in mixed migration flows and those caught in armed conflict. Consequently, the Strategic Framework addresses these identified issues as well as sets a core aim of building the capacity of the ECPAT network in Africa to enable members to conduct effective advocacy work at the national, continental and international levels. In the Africa Region, the project will support the implementation of key elements of the ECPAT Regional Strategy for Africa, already developed by ECPAT’s members in this region for the period 2015-2018 and the assessment of its implementation and results.

One of the specific objectives of the Africa Framework was to “convene, broker and lead cutting-edge research, knowledge creation, and dissemination.” One of its sub-objectives was to “increase knowledge on the commercial sexual exploitation of children in Africa in order to better protect children from commercial sexual exploitation and provide comprehensive, reliable and up-to-date information on CSEC in 10 countries in Africa.”

In order to meet these objectives, it was decided that two CMRs on CSEC would be produced for countries that will be reviewed by the UN Committee on the Rights of the Child or the African Committee of Experts on the Rights and Welfare of the Child. Based on these criteria, and the above objectives, Malawi was chosen as the first country in which to carry out research.

Purpose of the CMR

To increase knowledge of the commercial sexual exploitation of children in Malawi in order to better protect children from commercial sexual exploitation and contribute comprehensive, reliable and up-to-date information on CSEC at the national and regional levels.

Specific Objective

  1. To produce a comprehensive and up-to-date Country Monitoring Report (CMR) on CSEC in Malawi as part of ECPAT’s Strategic Framework for Africa (2015-2018).

Scope of the Report

This report should provide a comprehensive baseline of information on CSEC in the country; assess achievements, challenges and priority actions to combat CSEC; and serve as an advocacy instrument among various stakeholders and duty-bearers within the country as well as internationally, including the UN Committee on the Rights of the Child.

The CMR will, at a minimum, address the following elements/issues related to CSEC:

· National Plans of Action

· Coordination and Cooperation at local, national, regional and international levels

· Prevention Mechanisms

· Protection Measures (law and policy) for each manifestation of CSEC

· Access to Justice for Victims and Survivors

· Child and Youth Participation

· Recommendations for Action

Methodology

The primary responsibility for preparing the CMR will be the Lead Researcher within Malawi, with feedback and technical advice from the ECPAT Secretariat, ensuring that the CMR meets an agreed upon common standard. The standard is based on ECPAT’s CMR Guidelines, which describe the structure and content of the Report. The Lead Researcher should construct the CMR based on these Guidelines.

Preparatory work for the CMR will involve a review of the literature available, including law and policy, on sexual exploitation. Secondary sources will provide the basis of the information for the report, including CRC country and alternative reports as well as the UNCRC’s Concluding Observations and Recommendations, OPSC country and alternative reports, the reports of the UN Special Rapporteurs, as well as research and field studies of ECPAT, governmental and non-governmental organisations, regional bodies and UN agencies.

This information will be processed and analysed and then formatted into a draft report by the Lead Researcher in the country. A number of tools have been prepared to assist the researcher in his or her work and to ensure consistency in the gathering, interpreting and analysing of information from different sources. These tools include a detailed glossary of CSEC terms, guides to determine reliable/unreliable sources as well as relevant CSEC-related research tools, and guidelines on the type of information to be collected and how to organise it. The ECPAT Secretariat will review and provide feedback on the draft report. The Report should be in English and ideally between 50-100 pages in length.

Professional Qualifications

Essential

· Advanced degree in human rights, law, international relations, social sciences or equivalent.

· At least X years of professional experience, specific proven experience in research of at last X years.

· Proven excellent research and analytical skills; experience in drafting and commissioning research papers.

· Proven knowledge of children’s rights and international legal frameworks.

· Experience in working with human rights and social development issues specifically as they relate to the rights of children.

· Excellent English language capability.

Desirable

Final Outcome

The CMR will conclude with final recommendations for action which reflect the most important CSEC themes/concerns in the country. Once finalised, the report and recommendations will be used by ECPAT staff, as well as local, national, regional and international organisations, in advocacy within Malawi as well as the region. There is the possibility for a launch or roundtable validation upon completion of the report.

Primary Tasks and Responsibilities for Senior Researcher

Building Research Capacity

  • Support and promote greater ECPAT network field research and desktop studies as a critical foundation for advocacy and programming

  • Develop and manage measures to enhance network learning, collaborations and advocacy strategies that increase evidence-based research

  • Promote the application of robust ethical research methods and child protection protocols

Background

ECPAT International is the only global network dedicated solely to ending the commercial sexual exploitation of children[1]. The ECPAT network is composed of 92 member Organisations based in 80 countries and its International Secretariat is based in Bangkok.

The ECPAT Secretariat coordinates the global work of ECPAT International and designs programmes, and advocacy strategies to facilitate a range of network initiatives to make the greatest impact on combating Commercial Sexual Exploitation of Children (CSEC).

The year 2016 marks the 10th anniversary of the Global Study on Violence against Children and the 20th anniversary of the first World Congress against the Commercial Sexual Exploitation of Children (CSEC). Very importantly, it will be the first year of implementation of the Sustainable Development Goals (SDGs), by which the international community has committed to eradicating the exploitation of children through prostitution, pornography and trafficking before 2025. The concurrence of these three occasions presents a unique opportunity to make 2016 a landmark Year of Action to galvanize world attention and reenergize commitment to ending violence against children, including their sexual exploitation.

The 2016 Year of Action will consist of high level events, communication and mobilisation initiatives by a wide range of stakeholders, including governments, regional mechanisms, NGOs, international agencies, UN agencies, faith based organisations, law enforcement agencies, the private sector and the media. While 2016 activities mainly take place at the international and regional levels, strong national coalitions and campaigns are expected to be launched later in the year and in 2017. This local to global movement will galvanise and sustain the mobilisation initiated during the Three World Congresses against Sexual Exploitation of Children.

ECPAT International is seeking communications support, with a particular focus on copy/editing and social media management, for three months, to support important projects like the global launch of the Global Study on the Sexual Exploitation of Children in Travel and Tourism or the development of a new website.

Overall purpose of the position

To support communication around the 2016 Year of Action targeting online and offline media, as well as ECPAT’s partners, supporters and members.

Duties and Responsibilities

Under the overall guidance of the Head of Advocacy and Communication, the Consultant will perform the tasks listed below:

  • Draft and edit communication materials for the launch of the Global Study on Sexual Exploitation of Children in Travel and Tourism in May 2016, and other key 2016 events, including press releases, media packs and Q&As.

  • Liaise with web-designers and ECPAT staff to finalise the new Global Study website and upload content prior to the launch in May 2016.

  • Develop social media advisories for the launch of the Global Study and other key Year of Action events.

Sous la responsabilité directe du Responsable Administratif et Financier et en étroite collaboration avec les autres membres de l’équipe administrative et financière, le chargé d’appui administratif et financier est responsable du suivi administratif et financier d’un portefeuille de programmes ECPAT France, en appui à l’équipe technique de l’association.
Le portefeuille envisagé pour ce poste comprend le suivi des programmes France / Europe et la coordination de la Convention Programme Afrique.
Sans être exhaustif, le poste comprend les tâches suivantes :
Dans le cadre des Programmes France et Europe : les programmes France/Europe concernent des actions sous fonds privés en France, un programme de renforcement de la protection juridique des mineurs victimes de traite en Europe (DG Justice) et deux projets de prévention sur les routes migratoires (Turquie, Nigéria-Libye) en attente de financement (dépôts EuropAid). D’autres dépôts de projets sont prévus sur la thématique de la protection des mineurs contre la traite (fonds privés et européens).

  1. Assistance au montage des nouveaux programmes :
     Conduit l’évaluation administrative et financière de nouveaux partenaires (mission d’identification ou diagnostic à distance)
     Elabore les budgets et les conventions de partenariats;
     Elabore les montages financiers et administratifs des projets pour demande de financement à destinations des bailleurs publics et privés.
  2. Suivi et contrôle budgétaire des programmes et des conventions :
     Assure le suivi et le contrôle des activités conduites en direct par ECPAT France (par les équipes techniques de l’association ou des consultants) : élaboration du suivi budgétaire, préparation des contrats éventuels pour les prestataires, vérification du respect des procédures en collaboration avec le comptable, supervision des procédures d’appels d’offre, archivage des contrats, gestion des révisions financières en coopération avec l’équipe technique ;
     Assure le suivi et le contrôle des engagements financiers des partenaires associés : analyse des rapports financiers, vérification des pièces comptables, gestion des révisions financières, gestion des demandes de trésorerie, respect des procédures et des plannings de remises de rapports financiers … ;
     Elabore les rapports financiers d’exécution à destination des bailleurs publics et privés.
     Gère les audits financiers des programmes
  3. Formation et appui administratif et financier aux partenaires :
     Assure les liens et la circulation de l’information entre Acting for life, ECPAT France et les services financiers des différents partenaires ;
     Réalise des missions d’évaluation des capacités financières et administratives des partenaires;
     Assure la formation comptable et l’appui technique aux outils de gestion financière et de procédures administratives des partenaires sur le terrain ;
  4. Appui à l’ouverture de mission dans de nouveaux terrains
     Participe à la réflexion sur l’organisation administrative et logistique des missions sur les nouveaux terrains ;
     Assure le recrutement et la formation des chargés administratifs et financiers locaux le cas échéant;
    Dans le cadre de la Convention Programme Afrique : la Convention Programme fédère des actions conduites « au Nord » (par les équipes techniques/consultants du siège) et des actions conduites « au Sud » par les bureaux d’ECPAT France en Afrique ou par des partenaires locaux basés en Afrique (et au Liban). Le poste concerne le suivi des actions conduites « au Nord », et la coordination globale de la Convention. Deux autres CAF suivent les actions « au Sud » (suivi des bureaux et suivi des partenaires). Cette convention est cofinancée par l’AFD, le MAE du Luxembourg et des bailleurs privés.
  5. Suivi et contrôle budgétaire des actions conduites « au Nord » :
     Assure le suivi et le contrôle des activités conduites par les équipes techniques du siège ou des consultants (« budget siège ») : élaboration du suivi budgétaire, préparation des contrats éventuels pour les prestataires, vérification du respect des procédures en collaboration avec le comptable, supervision des procédures d’appels d’offre, archivage des contrats, gestion des révisions financières en coopération avec l’équipe technique ;
     Prépare de l’audit des dépenses siège
  6. Coordination globale de la Convention
    • Est responsable de l’organisation de la coordination avec les autres CAF de la Convention Programme:
    • Etablissement de calendriers communs relatifs à la gestion contractuelle des partenariats et à la remise des rapports aux bailleurs,
    • Etablissement et mise à jour des outils nécessaires aux consolidations financières et au suivi du programme,
    • Coordination des analyses budgétaires sur les différents portefeuilles et recherche de réallocations possibles entre les différents partenaires, le cas échéant
    • Est responsable de la gestion consolidée de la Convention Programme
    • Gère et optimise les plans de financement et l’intégration d’éventuels nouveaux cofinancements.
    • Etablit les rapports financiers consolidés spécifiques pour chaque bailleur de la Convention ;
    • Organise l’audit du programme
    Cette fonction n’établit pas de lien hiérarchique avec les autres Chargés d’Appui Financier travaillant sur le Convention Programme qui restent sous la responsabilité directe du Responsable Administratif et Financier.

  7. Participation au développement du Service Administratif et Financier :
     Participe à l’élaboration et au respect du budget d’Acting for Life et d’ECPAT France en collaboration avec le Responsable Administratif & Financier (vérification des imputations, contrôle & planification des dépenses programmes …) ;
     Est source d’initiatives et force de proposition pour l’amélioration des performances et des tableaux de bord des deux associations ;
     Participe à la capitalisation des expériences/connaissances de la relation avec les bailleurs institutionnels.
  8. Participation à la vie associative d’ECPAT France :
     Participe aux réunions d’équipe et aux réflexions stratégiques de l’association ECPAT France
    Profil recherché
    Formation : niveau Master 2, idéalement en école de commerce / gestion finance,
    Expérience professionnelle de 5 ans minimum, dont expérience en ONG sur des profils financiers siège et/ou terrain,
    Expérience en gestion directe de contrats de subventions de bailleurs publics (Union Européenne, notamment Europeaid, AFD),
    Expérience en gestion administrative et financière de projets multi bailleurs institutionnels un plus,
    Esprit d’initiative, autonomie dans le travail et sens des responsabilités,
    Travail en équipe, capacité d’accompagnement des partenaires étrangers, aisance relationnelle,
    Maîtrise des principes comptables et de gestion, connaissance du logiciel comptable CIEL un plus
    Anglais courant lu parlé et écrit
    Parfaite maîtrise de l’environnement Windows et Office (Word, Excel)

Resource Pack - Preventing the Demand for Sexual Exploitation of Children Online

ECPAT International is a global network of civil society organisations working together to end the sexual exploitation of children through prostitution, pornography and trafficking. It seeks to ensure that children everywhere enjoy their fundamental rights free and secure from all forms of commercial sexual exploitation.

The ECPAT network currently has 90 member organisations in 82 countries in all regions of the world. All members are independent organisations or coalitions working against the commercial sexual exploitation of children (CSEC). The Secretariat of the Network is based in Bangkok, Thailand.

ECPAT is presently preparing a “Resource Pack on Preventing the Demand for Sexual Exploitation of Children Online” aimed at supporting policy development and programme design. The Resource Pack will be a collection of 8 Technical Papers and 8 accompanying Fact-Sheets, in addition to 1 User-Guide.

  • Each Technical Paper write-up will be 5 to 7 page-long and each corresponding Fact-Sheet will be 1-2 page-long. Fact-Sheets should include infographics and illustrations, and should be effective both as a printed and online material;

  • While the 8 Technical Papers and the 8 Fact-Sheets are developed as stand-alone pieces to be used independently, they will be packaged as complementary components of one single set (the “Pack”).

  • In addition to the 8 Technical Papers and 8 Fact-Sheets, the Pack will also include an Introduction/User-Guide.

The provisional titles of the components included in the Pack are:

· INTRODUCTION/USER-GUIDE - WHY ISSUE PAPERS/FACTSHEETS ON ONLINE DEMAND FOR SEC AND HOW TO USE THEM:

· MODULE 1. THE ROLE OF TECHNOLOGY IN BROKERING DEMAND FOR SEC

For this purpose ECPAT is seeking to contract services for the design and lay-out of the Resource Pack.

Details of requested deliverables

Design for the 4 different components of the Pack:

  • A User-Guide (1)

  • The Technical Papers (8)

  • The Fact-Sheets in infographics (8)

  • A folder to present the above materials as a coherent resource pack.

Images should be provided in high resolution (300 dpi) and/or Vector.

The use of Illustrator is preferred. Please use Adobe InDesign suitable for both Windows and Mac .

Branding and Style guidelines will be shared with successful candidates, including branding and visibility requirements from different partners.

Lay out of the components:

  • The User-Guide (1 report - 5- to 7 pages approx.)

  • The Technical Papers (8 reports – 5 to 7 pages each approx.)

  • The Fact-Sheets in infographics (8 hand-outs - 1 to 2 page each)

Language of all reports: English

All materials will be developed in such a way to be both printed and made available online. A limited number of folders containing hard copies of the documents will be produced for dissemination at events, conferences and meetings with policy makers.

Reports should be formatted in a printer ready version that can be sent to printing agencies in various locations in the world. A final test print shall be part of the terms of reference for the accepting party.

ECPAT’s Global Legal Database on Legislation against Sexual Exploitation of Children Online (SECO)

Background:

ECPAT International

ECPAT International is a global network of organisations working together against the sexual exploitation of children, with member organisations in over 80 countries around the world. The Secretariat of the network is based in Bangkok, Thailand.

Global Legal Database

During the first semester of 2016, ECPAT International is conducting a Global Legal Review on criminal provisions addressing the sexual exploitation of children online. The information from the Global Legal Review will be made accessible through and online database (integrated with ECPAT International’s institutional website).

The information in the database will be organised per country and displayed following a template. The database will include the domestic law provisions on the sexual exploitation of children online in 127 countries. This includes at the start:

  • Substantive criminal national legislation of 99 countries;

  • Procedural criminal legislation of 28 countries;

covering offences, norms and rules related to sexual exploitation of children online, and an assessment of the law provisions related to their compliance with international and regional legal instruments.

Further, the database should include a section detailing an overview per region, highlighting identified major gaps and suggesting possible solutions through a series of recommendations.

Eventually, the database is meant to expand and include additional countries until global coverage is reached.

ECPAT International’s Institutional Website

ECPAT International Secretariat is currently designing a new institutional website (to be launched early May). The new website will have a simple structure for easy maneuverability, a modern and attention-grabbing design, and the ability to store and access a large number of resources, translated in different languages. The website will display in a clear manner the key thematic focuses, key ECPAT activities and mobilisation plans.

The ECPAT institutional website will include a “Global Atlas” presenting information on sexual exploitation of children per country and access to related resources.

The Global Legal Database and the new version of the website will be interlinked and should be integrated as far as possible.

ECPAT International is requesting proposals for the development of the Web Database for the global legal review.

Purpose

The online database will function as an online repository in which the most updated domestic criminal legislation on sexual exploitation of children online in the selected countries will be uploaded and periodically updated to include significant legislative changes occurring at national level. The overall purpose of the database is to inform international and regional organisations, national authorities, practitioners, and any other interested parties on the status quo of the legislation on sexual exploitation of children online.

The objectives of the database are:

o To make legal information on sexual exploitation of children online publically accessible;

o To provide updated baseline legal information informing on the current status of the criminal legislation in force in the researched countries and monitor the level of compliance with the international and regional legal standards.

Key requirements for the Global Legal Database:

· Clearly displayed information

· Possibility to create a country profile print friendly version

· Possibility to create (or incorporate) ad hoc documents/infographics with key information per country

· Easy-to-use search function for finding specific information and other publications

· Easy to update and maintain by non-technical programme staff

· Links to ECPAT’s website country specific information about sexual exploitation of children and to ECPAT members and partners information at country level

· Links to related websites that provide in-depth resources on specific aspects of child sexual exploitation or on the work of ECPAT Network Members and partners.

· Compatibility with desktop browsers and mobile device friendly

Scope of services:

  • Liaise with ECPAT’s SECO team contact person and other staff member as required, to assess and select the Global Legal Database content and functionalities (including user interface requirements if any)
  • Develop a country template in cooperation with ECPAT’s SECO team and other staff members as required, that ensures that data is consistent and displays homogeneous categories per country
  • Propose a design for the online Global Legal Database, based on agreed requirements and content
  • Provide recommendations for software and special browser features, including the options to:

o Link the Global Legal Review to other existing (or future) databases and platforms

o Reorganize categories of information and/or, including new ones

  • Upon approval of the propose design, develop the Global Legal Database structure
  • Use content provided by the SECO team for building of the database and further integration into ECPAT’s website
  • Integrate the components into a platform mode that allows review, testing and adjustments based on feedback from the Advocacy and Communication team
  • Make recommendations for back-up/ restore plan
  • Make recommendations for software, hardware and other back-end applications related to web development/content management
  • Upon final approval, liai se with ECPAT’s institutional website developers to integrate the Global Legal Database into ECPAT’s website and make it publicly available on ECPAT’s website
  • Develop guidelines for consistent web design in collaboration with the ECPAT SECO & Communications team

Qualifications:**

· Demonstrated experienced in web development, content management systems and databases.

· Solid understanding of the concepts of user experience, user interface design principle and conceptual design.

· Experience in developing online platforms for advocacy and campaigning is a plus.

· Good English language skills

· Eye for design and attention to detail.

· Experience with web technologies, scripting languages and frameworks, including Adobe Dreamweaver, CSS, CSS2.1, JavaScript, PHP, HTML5, ASP.NET, SQL, graphic design authoring applications, etc. Ability to work under pressure and meet deadlines.

Our business

The Conflict, Humanitarian & Security Department’s Operations Team (CHASE OT) is contracted through Crown Agents by the Department of International Development (DFID) and the Stabilisation Unit (SU) to provide support services and an operational team delivering advice and assistance on humanitarian disasters and emergencies.

Role and responsibilities include:

Working to the HPPG protection adviser for day to day management the Adviser (will also be overseen by the relevant CHASE OT Deputy Director responsible for support, performance and delivery under the terms of the Crown Agents and DFID contract for the Humanitarian, Emergency and Operations Support Service.

The post holder will:

Support the HPPG to deliver on the UK’s commitments to protect women and girls in emergencies by:

  • Providing technical support to the Ministerial priority of ensuring women and girls are protected in emergencies
  • Leading the UK’s participation in the Call to Action to Protect Women and Girls through sitting as a co-chair of the States and Donors Working Group of the Call to Action
  • Working across CHASE and DFID to embed the protection of women and girls in emergencies
  • Providing support to Humanitarian Cadre, CHASE OT, and CHASE staff on VAWG, women’s participation and empowerment, and gender equality
  • Representing CHASE’s work on the protection and empowerment of women and girls within crises across Government

Strengthen DFID’s global policy on VAWGwomen’s participation and empowerment, and gender equality in humanitarian emergencies through improvement of policy, investment, and political will by:**

  • Engaging with external stakeholders on institutional barriers to addressing VAWG, women’s participation and empowerment**,** and gender equality in humanitarian emergencies
  • Advising on the integration of VAWG in DFID’s funding arrangements with multilaterals, the Red Cross Movement and NGO partnerships, Engaging with DFID teams linked to VAWG and other key gender areas to ensure read across and consistency
  • Providing advice for briefings, Parliamentary Questions etc , and providing other technical advice and information on VAWG, women’s participation and empowerment**,** and gender equality in crises.

Ensure DFID country offices are supported to implement Women and Girls in Crises programmes in humanitarian contexts by:

  • Providing on-going support to country offices as required, making sure risks to women and girls have been considered in all humanitarian programmes;
  • Providing technical advice and intensive advisory support to priority country offices on the design, implementation and monitoring of stand-alone and mainstreamed programmes; and,
  • Providing technical support to ongoing and emergent DFID humanitarian responses both centrally and in-country, where appropriate.

Support gender mainstreaming across DFID humanitarian planning in line with the International Development (Gender Equality) Act by:**

  • Following international approaches to gender mainstreaming, women’s empowerment, and advise DFID on options
  • Providing technical guidance on gender mainstreaming in DFID humanitarian responses
  • Engaging with external actors, including other donors, partners, and stakeholders, on gender equality and women’s empowerment

The post holder may also be required to deploy and undertake general humanitarian adviser duties at short notice, to support DFID’s humanitarian responses in chronic humanitarian settings or in acute rapid onset emergency scenarios. These duties may include conducting humanitarian assessments, drafting humanitarian strategies, appraising proposals and preparing funding submissions. This will involve applying knowledge and expertise in identifying and mitigating safety and security threats for self and others.

The Conflict, Humanitarian and Security Operations Team, contracted by Crown Agents but working within and alongside the Department for International Development (DFID) is an established and highly respected team supporting the UK Government in Global Humanitarian Disaster Resilience, Preparedness and Response.

We need highly competent humanitarian professionals who can work strategically to influence internal and international processes, and who are also able to design and implement programmes on the ground. We want people with strong interpersonal skills, who can effectively network and work in collaboration with a range of partners and disciplines in across Whitehall, within other humanitarian agencies and at country level, and who can provide specialist advisory information, analysis and support in response to political briefings and parliamentary and public enquiries.

We would expect all of our humanitarian advisers to have a minimum of a masters degree or equivalent level of academic and professional experience in a subject area clearly related to humanitarian work. In exceptional circumstances substantial experience will be accepted in lieu of higher degrees. Knowledge and extensive experience gained at a senior level working on or in developing countries and/or in fragile and conflict affected environments, is required.

You must be prepared and able to make rapid decisions, and this will often mean thinking ‘outside the box’. Given that decisions may affect the safety and security of colleagues, we will expect you to have a firm grasp of issues around security.

It is essential that you can demonstrate a high degree of fluency and skill in writing English. In addition fluency in other languages will be to your advantage. You must be computer literate and familiar with the usual Microsoft Office Suite of programmes.

For this vacancy, we are ideally looking for an individual with a strong understanding of cash programming in particular, including experience of how cash can be used in emergencies at scale and a demonstrated ability to work and influence international cash policy issues.

DFID Nigeria is responsible for managing the British Government's contribution to development in Nigeria, with the objective of supporting government and development partners at federal and state levels to reduce poverty and achieve the Sustainable Development Goals (SDGs).

This is an exciting opportunity for a dynamic, experienced and committed Nigerian professional to become Conflict Adviser for DFID Nigeria.

She/he will promote conflict prevention and peacebuilding, overseeing DFID's conflict and security programmes in northern Nigeria with a particular focus on the North East, and ensuring that all of DFID's work is informed by a robust analysis of conflict and its causes.

She/he will play a key role in building strong relationships and influencing key actors in Northern states, particularly in Borno and Yobe, on a range of programmes and policy issues linked with the conflict in the North East.

Job Description/Duties

  1. Lead conflict analysis for northern Nigeria, conducting robust and strategic conflict analysis and providing quality crosscutting conflict advice and analysis for DFID programmes in northern Nigeria, across our Governance, Humanitarian, Human Development and Growth portfolios.

  2. Support the implementation and monitoring of key programmes in conflict prevention, stabilisation, security and justice, working closely with lead advisers in Abuja. Oversee the work of the Nigeria Stability and Reconciliation Programme (NSRP) in northern Nigeria as well as the implementation of the Peacebuilding and Stabilisation Programme in the North East.

  3. Ensure broader Conflict Sensitive programming and delivery of DFID governance, humanitarian, economic growth, human development in Northern Nigeria.

  4. Support UK information sharing and policy development on North East Nigeria.

  5. Effectively influence the approach of Nigerian Government officials, development partners and civil society to address conflict in the North East. The post holder will work with and influence a wide range of relevant Federal and State government partners, civil society and traditional leaders on conflict reduction in North East Nigeria.

  6. Assist the UK Risk Management Office to manage operating and programme risk.

  7. Support the wider DFID Conflict Cadre through participation in annual professional conferences, as well as providing support to advisers in other offices as part of the conflict cadre.

Qualifications and Experience

The successful candidate is expected to have the following qualifications,

technical competencies and behavioural competencies.

Qualifications

  • Minimum of a Masters level qualification in Peacebuilding, Development, Political Science, Social Sciences or a related field, from a recognised University.

  • Minimum five-year experience in the field of conflict resolution and peacebuilding. This should include provision of conflict advice to development programmes or policy making institutions, experience of designing and managing conflict prevention and peacebuilding programmes, experience in overseeing budgets and results delivery.

  • Proven cultural, social and political sensitivity for working in northern Nigeria, preferably with a working knowledge of Hausa.

Technical competencies:

  1. Conflict response. A thorough practical and theoretical understanding of: direct and third party peace processes, ceasefires, mediation and peace agreements; post-conflict stabilisation assessment and planning; disarmament, demobilisation and reintegration of former combatants; transitional justice, reconciliation and their role in mitigating future risks of violence; design and implementation of peace building programmes.

  2. Conflict analysis. A thorough practical and theoretical understanding of: conflict analysis tools, methodologies, theory and practice; political analysis (power relations, political systems, elections); institutional appraisal and analysis; security sector, police and justice reform; human rights, international humanitarian law and other legal standards; role of gender in conflict issues; techniques for monitoring and evaluation.

  3. Conflict prevention and conflict sensitive development. A thorough practical and theoretical understanding of conflict-sensitive design of poverty reduction programmes, including the relationship between conflict and development; role of state and non-state actors in promoting peaceful transformation; global, regional, and national factors affecting conflict; conflict-sensitive design, monitoring and evaluation of programmes aimed at preventing violence.

Reporting line:

The post holder will be line managed by the Conflict Adviser from DFID Nigeria Governance and Social Development Team.

Contractual Arrangements:

This is a permanent position. The Conflict Adviser will initially be based in Abuja for an induction period of a few months and should expect to move subsequently to Kano (where DFID has a regional office) after the induction in Abuja.

Organisational Background Information

ECPAT International is a global network of civil society organisations dedicated to ending the commercial sexual exploitation of children (CSEC) which includes the exploitation of children through prostitution, child sexual abuse materials, trafficking of children for sexual purposes and the sexual exploitation of children in travel and tourism. It seeks to ensure that children everywhere enjoy their fundamental rights free and secure from all forms of commercial sexual exploitation.

The ECPAT International network currently has 90 member organisations in 82 countries.[1] ECPAT Member Groups are involved in the implementation of various initiatives to protect children at local and national levels, while the ECPAT Secretariat (based in Bangkok, Thailand) provides technical support, research and information. It also represents and advocates on key issues at the international and regional level on behalf of the network.

Background Information and Rationale

For more than a decade, the ECPAT International Secretariat has prepared and published Country Monitoring Reports (CMRs) to follow-up the implementation of the Stockholm Agenda for Action (1996) which was an outcome of the first World Congress against the Commercial Sexual Exploitation of Children. These reports are intended to foster evidence-based advocacy in a specific country to promote legislative and policy improvements against CSEC.

The Agenda for Action against Commercial Sexual Exploitation of Children provides a detailed framework and categories of actions to be taken by governments in partnership with civil society organisations and other relevant actors for combating CSEC. Broadly, these actions have been focused on: 1) Coordination and Cooperation; 2) Prevention; 3) Protection; 4) Recovery and Reintegration; and 5) Child Participation. The Agenda for Action has thus been the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. It has also been used in the past to structure and guide the research, analysis and preparation of information presented in CMRs on the status of implementation of the Agenda in individual countries.

In October 2015, ECPAT International submitted a Network Development Project Proposal to the Human Dignity Foundation,[3] which was approved in December of that year.

Within the project, an ECPAT International Strategic Framework for Africa (2015-2018) was proposed, linked to priorities under ECPAT International’s own Strategic Framework Goals that will guide the work of the organisation and its network in Africa from 2015-2018. The Framework for Africa was developed through a series of consultations in 2013 and 2014, which gathered input on priorities and strategies to combat CSEC in the continent from the ECPAT Africa network and key stakeholders including the African Union, UN agencies and various other international, pan-African, national and local organisations.

These Africa consultations emphasised the need to apply concerted efforts towards bridging gaps in the general areas of protection, prevention, policy and legal frameworks, and enforcement. They also highlighted prevailing vulnerabilities to CSEC in need of urgent attention such as sexual exploitation of children online, sexual exploitation of children in travel and tourism, children in mixed migration flows and those caught in armed conflict. Consequently, the Strategic Framework addresses these identified issues as well as sets a core aim of building the capacity of the ECPAT network in Africa to enable members to conduct effective advocacy work at the national, continental and international levels. In the Africa Region, the project will support the implementation of key elements of the ECPAT Regional Strategy for Africa, already developed by ECPAT’s members in this region for the period 2015-2018 and the assessment of its implementation and results.

One of the specific objectives of the Africa Framework was to “convene, broker and lead cutting-edge research, knowledge creation, and dissemination.” One of its sub-objectives was to “increase knowledge on the commercial sexual exploitation of children in Africa in order to better protect children from commercial sexual exploitation and provide comprehensive, reliable and up-to-date information on CSEC in 10 countries in Africa.”

In order to meet these objectives, it was decided that two CMRs on CSEC would be produced for countries that will be reviewed by the UN Committee on the Rights of the Child, the Universal Periodic Review of the UN Human Rights Council or the African Committee of Experts on the Rights and Welfare of the Child. Based on these criteria, and the above objectives, Zimbabwe was chosen as the second country in which to carry out research.

Purpose of the CMR

To increase knowledge of the commercial sexual exploitation of children in Zimbabwe in order to better protect children from commercial sexual exploitation and contribute comprehensive, reliable and up-to-date information on CSEC at the national and regional levels.

Specific Objective

  1. To produce a comprehensive and up-to-date Country Monitoring Report (CMR) on CSEC in Zimbabwe as part of ECPAT’s Strategic Framework for Africa (2015-2018).

Scope of the Report

This report should provide a comprehensive baseline of information on CSEC in the country; assess achievements, challenges and priority actions to combat CSEC; and serve as an advocacy instrument among various stakeholders and duty-bearers within the country as well as internationally, including the UN Committee on the Rights of the Child.

The CMR will, at a minimum, address the following elements/issues related to CSEC:

· National Plans of Action

· Coordination and Cooperation at local, national, regional and international levels

· Prevention Mechanisms

· Protection Measures (law and policy) for each manifestation of CSEC

· Access to Justice for Victims and Survivors

· Child and Youth Participation

· Recommendations for Action

Methodology

The primary responsibility for preparing the CMR will be the Lead Researcher within Zimbabwe, with feedback and technical advice from the ECPAT Secretariat, ensuring that the CMR meets an agreed upon common standard. The standard is based on ECPAT’s CMR Guidelines, which describe the structure and content of the Report. The Lead Researcher should construct the CMR based on these Guidelines.

Preparatory work for the CMR will involve a review of the literature available, including law and policy, on sexual exploitation. Secondary sources will provide the basis of the information for the report, including CRC country and alternative reports as well as the UNCRC’s Concluding Observations and Recommendations, OPSC country and alternative reports, the reports of the UN Special Rapporteurs, as well as research and field studies of ECPAT, governmental and non-governmental organisations, regional bodies and UN agencies.

This information will be processed and analysed and then formatted into a draft report by the Lead Researcher in the country. A number of tools have been prepared to assist the researcher in his or her work and to ensure consistency in the gathering, interpreting and analysing of information from different sources. These tools include a detailed glossary of CSEC terms, guides to determine reliable/unreliable sources as well as relevant CSEC-related research tools, and guidelines on the type of information to be collected and how to organise it. The ECPAT Secretariat will review and provide feedback on the draft report. The Report should be in English and ideally between 50-100 pages in length.

Professional Qualifications

Essential

· Advanced degree in human rights, law, international relations, social sciences or equivalent.

· At least three years of professional experience, specific proven experience in research of at last one year.

· Proven excellent research and analytical skills; experience in drafting and commissioning research papers.

· Proven knowledge of children’s rights and international legal frameworks.

· Experience in working with human rights and social development issues specifically as they relate to the rights of children.

· Excellent English language capability.

Desirable

· Previous experience working in Zimbabwe

· Specific knowledge on Commercial Sexual Exploitation of Children

Final Outcome

The CMR will conclude with final recommendations for action which reflect the most important CSEC themes/concerns in the country. Once finalised, the report and recommendations will be used by ECPAT staff, as well as local, national, regional and international organisations, in advocacy within Zimbabwe as well as the region. There is the possibility for a launch or roundtable validation upon completion of the report.

  • Coordinate the day-to-day activities for specific research projects undertaken by the Research and Policy Programme Team

  • Oversee the development of and provide substantive technical inputs to research projects and publications of the Research and Policy Programme Team, including on situation analyses, position papers, internal reports and documents

  • Coordinate and act as editor for the production of ECPAT technical journals

  • Assist ECPAT International colleagues in the development of research activities relating to sector-specific projects of their responsibility (e.g. support the development of research plans/projects, research protocols, research methodology and supporting tools, outlines for research reports, review of draft reports and findings etc.

  • Assist in responding to ECPAT network member research queries and requests for technical input and guidance as needed including on-site capacity building and trainings

  • Conduct technical editing and verification of text and sources of research and policy publications to ensure research projects/policy papers are consistent with ECPAT Style Guidelines as necessary

  • ECPAT Guidelines/Tools and other relevant resources related to Research and Policy work are updated and maintained on the ECPAT Hub/Server to ensure research capacity is up-to-date

  • Represent and/or help present on behalf of ECPAT at international and regional events and other conferences or meetings on CSEC research findings and approaches as necessary

  • On an as-needed basis, assist with other ECPAT programmatic tasks particularly related to data analysis

Programme Development, Management and Coordination

  • Assist the Policy and Research Programme in envisioning broad research goals and synergise with sector and network colleagues to strategically strengthen programme development, advocacy and communication on the basis of sound evidence

  • Assist in the development and monitoring of yearly Policy and Research Programme workplans and in creating relevant linkages with the workplans relating to other programmes

  • Coordinate the establishment of an online platform for a CSEC global database (‘Global Atlas’), and manage the production of ECPAT’s Country Monitoring Reports (CMRs) and Situational Analysis Reports (SITANs) to ensure their finalisation in line with the approved strategies and workplan

  • Oversee the updating of the various ECPAT research databases and HUB

  • Support donor and internal reporting

  • Support and assist the administration of on-going projects of the research team (e.g. Prevention Project) as needed

  • Assist, and where requested, lead in the development of concept notes and funding proposals for research and as required

  • Assist in the preparation and management of contracts with research consultants, external peer reviewers as per ECPAT policy.

  • Manage research workplans, project budgets and expenditure for those specific project assigned.

  • Provide technical guidance to the Research intern team and Heads of Programmes as needed

  • Recruit, induct, manage, guide and assess the members of the research intern team

Qualifications

· Post-graduate degree in human rights, development studies, law, international relations, law or social sciences;

· At least ten years of progressively responsible and relevant professional work experience in conducting research on human rights and/or child rights issues at international level;

· Updated knowledge of major international and regional policy, legal and programme frameworks relating to human and social development, child/human rights and child protection-related issues;

· Demonstrated excellent research and analytical skills; experience in drafting and commissioning research papers; publications in international journals an asset;

· Track record of successfully managing, coordinating and supporting diverse, multi-national and multi-cultural teams;

· Experience in working with human rights and social development issues, specifically as these relate to the rights of children and child protection, ideally in the area of sexual abuse and exploitation;

· Experience and demonstrated capacity of advocating for children’s rights and other social issues internationally and/or regionally;

· Proven high level communications skills in English, including academic writing and presentation skills

· Ideally an ability to communicate in other major languages used by members of the ECPAT network e.g. Spanish/French/Russian ;

· Knowledge of standard online database systems, platforms and software highly desirable.
