Organisational Context

ECPAT International is a global network of organisations working together for the elimination of the sexual exploitation of children in all its manifestations i.e. exploitation of children in prostitution, online child sexual exploitation, sale and trafficking of children for sexual purposes, sexual exploitation of children in travel and tourism and some forms of child, early and forced marriage. The ECPAT Network currently consists of 126 members working at national and local levels in 104 countries. The ECPAT Secretariat coordinates the global work of ECPAT and is based in Bangkok, Thailand.

MUKTI SOUTH ASIA PROJECT

With funding from the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons, a cohort of organisations, led by ECPAT Luxembourg is implementing the MUKTI South Asia project in Bangladesh, India, and Nepal. The project aims to strengthen anti-trafficking responses by addressing critical shortcomings in protection for victims of child trafficking for sexual purposes. The project engages with a variety of different entities and organisations – including government, civil society, frontline workers, etc. - at multiple levels to strengthen the capacities and knowledge to coordinate efficiently to protect and care for survivors of trafficking of children for sexual purposes.

In the context of the Mukti South Asia project, ECPAT International, as one of the project partners, aims to contribute to improved care of survivors of trafficking for sexual purposes during childhood through trauma-informed practices building on the lived experiences of survivors and the realities of service providers in the target countries.

ECPAT International will be responsible for primary research aimed at assessing the quality, availability and usefulness of support services for victims and survivors of trafficking of children for sexual purposes. The methodologies to be used draw from ECPAT’s solid research experience of surveying frontline workers and conducting carefully designed conversations with young people who have experienced sexual exploitation and abuse. Information collected from survivors and frontline workers are aimed at informing services’ planning and provision. Promoting the voices and perspectives of victims of sexual exploitation is also a strategic objective of ECPAT International and a cross-cutting issue.

Objectives of the consultancy

ECPAT International is seeking an experienced professional to analyse responses received from survey administered to a convenience sample of 250 client-facing frontline support workers in Bangladesh, India (three locations) and Nepal.

The Consultant will collaborate with the ECPAT Research Team to:

  1. Design an analysis plan based on the survey used for data collection (to be approved by the ECPAT team).
  2. Complete initial cleaning of raw data sets including both quantitative and qualitative data. (ECPAT will coordinate translation of qualitative data to English prior to sharing raw data sets).
  3. Liaise with ECPAT Research Team to clarify issues that arise in cleaning, especially regarding translation of qualitative data.
  4. Conduct data analysis for each country/location data set (five total).
  5. Generate a draft report for each country/location data set + a comprehensive combined report for the 3 locations in India, including accommodating two rounds of feedback from the ECPAT team.

Consultant Profile

Skills and experience:

  • Relevant university background in statistics, research, quantitative analysis.
  • Demonstrated knowledge of statistics and quantitative data analysis.
  • Proficiency with a range of analytical software.
  • Knowledge of Alchemer survey platform or other online survey software.
  • Track record of research projects in social sciences.
  • Demonstrated ability to work autonomously to meet agreed objectives.
  • Strong communication skills and experience with science communication.

Ability:

  • Handle confidential data and information.
  • Excellent English (writing and speaking) and an inquisitive mind set
  • Excellent capacity to write for different audiences.

Timeframe

It is expected that this consultancy will require between 42 and maximum 55 working days from April 2024 to August 2025.

Management and Reporting Arrangements

The Consultant will report to the Research and Child Rights Monitoring at ECPAT International, and work in close collaboration with other members of the ECPAT team.

Developing a toolkit and a facilitators’ training programme / manual with children in building evidence and informing responses on child

ORGANISATIONAL CONTEXT

ECPAT International is a global network of organisations working together for the elimination of the sexual exploitation of children (SEC) in all its manifestations i.e., exploitation of children in prostitution, online child sexual exploitation, sale and trafficking of children for sexual purposes, sexual exploitation of children in travel and tourism and some forms of child, early and forced marriage. The ECPAT Network currently consists of 125 members working at national and local levels in 104 countries.

The ECPAT International Secretariat coordinates the global work of the organisation and is based in Bangkok, Thailand. The Secretariat designs and implements global and regional level programmes, and undertakes programming, advocacy and research and facilitates a range of network initiatives.

Context of the Consultancy

Millions of children are exposed to sexual abuse and exploitation every year- in their family, their communities and online. Prevention programs and awareness-raising initiatives are numerous, but many appear to fail in effectively reaching children on their terms or recognizing their agency. ECPAT’s experience and recent research show that an in-depth understanding of the environments in which children live, informed by their own realities, is critical to developing effective strategies. A current, localized and in-depth understanding of their environments assessed through their own lenses is currently missing. This creates significant gaps in interventions designed by adults for children (and not with children) to prevent and address child sexual exploitation and abuse, the related narratives and ability to base programming, practices and policies on the intersections of children’s lives in their contexts, aspirations, challenges and respective rights. A key missing link is the experience and skills of children themselves. We desperately need to engage with them in analysing the problem and creating meaningful spaces so that they can influence strategies.

For the foregoing reasons, ECPAT International is currently implementing a project in South Asia that aims at empowering children by providing spaces to generate evidence, facilitate dialogues and influence strategies to promote a more accountable society free from child sexual exploitation. The project is being piloted in Nepal and Bangladesh with ECPAT International’s members, Children's Workers in Nepal Concerned Centre (CWIN), Nepal and Association for Community Development (ACD), Bangladesh respectively, aims to support and empower children to lead, co-design and evaluate programs to protect them from sexual exploitation towards achieving deep transformative actions and meaningful child participation. It entails deep dive engagements with children over a period of time, to strengthen their capacities, and support them to conduct child-led peer-to-peer data collection, analyse the data, come up with recommendations and implement them. This is aimed at showcasing that engagement with children, through thorough qualitative processes and peer-to-peer approaches to co-design strategies can influence decision-making.

The project will challenge existing adult perception regarding the value of child participation and will aim to increase adults' awareness of the needs, opinions and views of children as well as their capacity to meaningfully engage in decision-making on matters affecting them and further demonstrate that such a process is possible, replicable, scalable, effective and has the potential for other multiplier outcomes interlinked with addressing sexual exploitation of children.

Objective

The objective of this consultancy is to work with ECPAT International and two members in Nepal and Bangladesh to develop a Toolkit for child leaders, a manual for adult facilitators, and a training of trainers course and manual to train these adult facilitators, for the purpose of engaging with children to inform strategies to prevent child sexual exploitation and abuse through child-led participatory research processes. The project will support spaces and processes to co-construct with children more adapted approaches and narratives on the protection of children from sexual exploitation and abuse, reflecting children’s realities.

A group of child leaders (20 in each country) will be supported and trained to conduct participatory research with their peers to understand the drivers and manifestations of child sexual exploitation and abuse in their contexts, analyse existing responses and propose their views and recommendations to prevent child sexual exploitation and abuse. They will also collaborate with and advocate duty bearers to ensure more sustainable engagement with children on these matters.

This consultancy will align with ECPAT International Child Participation Strategy and our existing Child Safeguarding Policy. It will also build on existing work and ongoing work of ECPAT International, in collaboration with key consultants to develop models and tools to

  • Engage with children in an in-depth analysis of their contexts, including the gender, social norms and meta-norms influencing children’s lives today
  • Work with adults to support more meaningful child participation by challenging adultism practices
  • Diversify child-led advocacy activities on child sexual exploitation and abuse

These models are currently being developed and will be tested within this project and should therefore feed into the training programme for child leaders and related training of adult facilitators.

Expected Deliverables

A/ A child leaders’ toolkit / curriculum to inform strategies to prevent child sexual exploitation and abuse through child-led participatory research processes

The toolkit / curriculum targets adolescents 13 to 18 years old, to prepare them to lead peer-to-peer participatory processes of action research, in a structured way.

Composed of up to 20 sessions, the toolkit/ curriculum should include step by step guidance with methodological notes, structured sessions with activities to be facilitated by previously trained adults facilitators to implement the methodology with child leaders. Sessions would include:

  • Objectives and overview of sessions
  • Instructions and methodological notes to be used by adult facilitating the sessions
  • Details of activities to be conducted
  • Resources sheets
  • Tips for adaptation and alternatives to be considered (based on contexts; groups; genders etc)
  • End of session; feedback and learning

The toolkit/ curriculum may include sessions such as (to be reviewed with the consultant)

Critical skills particularly when discussing issues of child sexual exploitation

  • Care and protection: ethics, safety, safeguarding
  • Self-awareness, management of emotions, problem solving, creative thinking, social responsibility etc
  • Managing disclosures and peer support

A section to explore child sexual abuse and exploitation issues in-depth

  • Discussing sexuality, healthy relationships and potential harms to children
  • Understanding harms, sexual abuse and sexual exploitation of children, drivers and manifestations
  • Exploring safety, safeguards and protective mechanisms
  • Analyzing our environments (integrating the methodology currently being developed within ECPAT- See B, Cislaghi & C. O’Kane)

Skills to conduct participatory action research with peers

  • Engaging with peers to develop understanding of these issues in our communities
  • Collecting data with peers in a participatory action research process
  • Conducting participatory analysis of data
  • Analyzing current responses and prevention strategies and their adequation with children’s lived realities
  • Planning to disseminate evidence and findings, including to peers and to decision makers

Communicating and influencing

  • Planning for influencing and advocating for change (integrating the methodology currently being developed within ECPAT- See Children’s Unite, H. Veitch and C. Cody)
  • Advocating for sustainable, systematic engagement with children on these issues
  • Effective media, communication and advocacy skills on child sexual exploitation
  • Engaging in intergenerational dialogue and influencing on issues of sexuality and sexual violence (based on the methodology currently being developed within ECPAT- See K. Cheney)

Monitoring, Evaluation and Learning

  • Planning and implementing participatory monitoring, evaluation and learning

B/ Adult facilitators’ orientation manual to facilitate the sessions and support child leaders in implementation of the activities.

The manual is the ‘How To’ guide to prepare facilitators in their accompaniment of the child leaders that will be using the toolkit / curriculum mentioned under deliverable A). It will provide practical guidance on how to facilitate every session; how to position oneself as an adult facilitator to support children without intervening; key knowledge, skills and competences needed for the adult facilitator and technical resource sheets. This will be largely based on (but not only) the methodology currently being developed within ECPAT- See K. Cheney.

C/Development of a Training of Trainers' manual and (online) delivery of a course for the adult facilitators who will support the children.

  • A training of trainers' course and manual on how to train and coach the adult who will facilitate sessions with the child leaders. The duration of the Training of Trainers should be up to three days maximum.
  • The TOT course would be comprised of technical exercises to put in practice key principles and approaches for adult facilitators to create the conditions for children to succeed in this project. Examples of sessions to include in the course cover how to challenge preconceptions and unconscious bias of the adult facilitator, and how to prepare adult facilitators to manage difficult conversations and disclosures.
  • The course should include participatory exercises and tools to assess changes in knowledge and practices to ease the integration of measurement in the unrolling of the project by the adult facilitators
  • Deliver the training programme to selected trainers through a series of online sessions for adult facilitators

Justice and services for Children affected by sexual exploitation & children displaying harmful behaviours

Focusing on victims and their access to justice and legal remedies builds on a long experience of researching child victims of sexual exploitation and their experiences through the justice processes and more recently on projects implemented with ECPAT members across fourteen countries in Africa, Asia, Eastern Europe, Central Asia and Latin America[1] where barriers to accessing justice for child victims of sexual exploitation have been explored and documented.

ECPAT International would like to bank on this knowledge, the experiences of our members and the trends we are observing with, for instance, the increase of cases of child sexual abuse and exploitation perpetrated by peers, to capitalise on its experiences and further explore new areas to inform policy and programming. Specific angles of interest for this work include a gender lens to justice for children in line with our Global Boys Initiative programme; the role of technology in child sexual abuse and exploitation offences and the justice responses to these crimes; the context of access to justice for children exposed sexual exploitation from travelling offenders and cross border trafficking; and intersectionalities and exposure to various risks related to child sexual exploitation such as substance abuse.

Expected Tasks

  • Review and finalize the capitalization of knowledge and learning on justice with children victims of sexual exploitation: based on the various projects conducted by ECPAT (and beyond) support the compilation of the knowledge and experiences into one learning and advocacy document focusing on main lessons learnt, but also promising practices which could be adapted to multiple countries, common gaps identified especially by survivors themselves, etc.
  • Conduct / lead a number of analyses– in collaboration with Pro Bono Lawyers – on the following topics:
    1. Children who display harmful sexual behaviours
      1. Justice and child protection practices for preventing or responding to children who display harmful sexual behaviours – an overview of practices collected through desk-based research and 4 to 5 case studies based on interviews with key stakeholders leading these responses in identified countries.
      2. Profiles and pathways (also impacted by construction of gender norms and roles) to offending for children who display harmful sexual behaviours, based on literature review.
    2. Disclosure / reporting and access to services for child victims of sexual exploitation and abuse: country reviews of existing practices to accessing services (requirement to report abuse to access certain types of services or vice versa)
    3. Analysing the specificities of child sexual exploitation (vs child sexual abuse) - highlighting different drivers; different impacts on children; different strategies of offenders; different types of intervention required
    4. Using legal analysis conducted in partnership with Baker McKenzie, develop a paper on child sexual exploitation and children in conflict with the law (justice -involved children for substance abuse, etc)
  • (To be confirmed) Lead or participate in 5 technical discussions and interviews with experts and selected actors on justice for children affected by child sexual exploitation and/or children displaying harmful behaviours

Deliverables

  • Develop five key position papers and policy briefs based on topics of analysis above:
    1. ECPAT’s learnings on justice for children (10-15 pages position paper)
    2. Children who display harmful sexual behaviours (10-15 pages scoping paper)
    3. Four case studies (4 countries) on reporting and access to services.
    4. Issue paper on child sexual exploitation vs child sexual abuse (10-15 pages)
    5. Issue paper on child sexual exploitation and conflict with the law situation (10-15 pages)
  • Provide recommendations for policy development and a roadmap for action on Justice for Children for ECPAT International

Modalities of work

  • This work requires independent and autonomous leadership on developing, reviewing and finalizing position papers.
  • All the deliverables need to include a gender analysis with a particular focus on boys
  • Regular coordination meetings will be set up with ECPAT International team and the consultant should plan for time to ensure proper consultation and integration of feedback in the development the deliverables.
  • Expected timeframe for the delivery of the different outputs can be flexible and will be agreed upon with ECPAT International based on a workplan designed at the beginning of the consultancy and regularly reviewed. All outputs need to be finalized by end of December 2024.

It is expected that these assignments will take place between April and December 2024. The budget for this consultancy is USD 20,000 disbursed in different instalments.

CONSULTANT PROFILE

The consultant or (groups of consultants) need to have:

  • Legal background.
  • In-depth knowledge of child rights, access to justice, child protection and in particular sexual exploitation of children.
  • Experience in developing secondary research papers and drafting policy recommendations.
  • High ethical standards.

Sobre el proyecto DTZ SUFASEC

El proyecto implementado por la Alianza Down to Zero1 (en adelante, proyecto DTZ-SUFASEC), cuenta con un componente de lobby e incidencia para América Latina liderado por ECPAT International que busca que, en los debates globales y regionales sobre atención a crisis humanitarias, se incluya la relación que existe entre emergencias humanitarias como la ocasionada en el marco de la migración venezolana y la explotación sexual de niñas, niños y adolescentes. ECPAT International y sus socios, buscan recoger evidencia de migrantes sobrevivientes de explotación sexual, y de profesionales con quienes han tenido relación con esta población desde sus roles en asistencia, fuerzas del orden y cuerpo judicial (entre otros). Esta evidencia servirá para informar procesos de incidencia regional y global en el marco del Proyecto DTZ-SUFASEC, junto a las demás organizaciones miembro de la Alianza.

Objetivos de la consultoría

ECPAT International busca un profesional con experiencia para apoyar la preparación y la puesta en práctica de las conversaciones con los sobrevivientes en los dos países del proyecto.

El Consultor colaborará con el Equipo ECPAT para:

1. Revisar y adaptar el paquete de formación existente considerando el contexto de migración venezolana para reforzar las prácticas informadas sobre el trauma a la hora de implicar a los jóvenes sobrevivientes en las conversaciones sobre los servicios de apoyo, que se llevarán a cabo en los dos países (cantidad estimada de trabajo: 2 días).

2. Adaptar las herramientas existentes para apoyar a las y los facilitadores locales a realizar la evaluación de necesidades y riesgos de los jóvenes sobrevivientes como posibles participantes en la investigación (1 día).

3. Facilitar sesiones en persona (taller de 3 días2) con los facilitadores locales sobre la integración de prácticas clave informadas por el trauma, ética, salvaguarda y sistemas de apoyo antes de la implementación de la investigación para garantizar enfoques pertinentes y sensibles al contexto. Impartir hasta cuatro sesiones de coaching en línea con los facilitadores locales en cada país para informar y reflexionar sobre las prácticas (estimación total para las sesiones en persona + la sesiones en línea de 10 a 12 días).

4. Diseño de talleres, que serán conducidos por las y los facilitadores locales, para la devolución y discusión de resultados con las y los sobrevivientes (cantidad estimada de trabajo 6-7 días).

Perfil del Consultor

Competencias y experiencia:

  • Experiencia en proyectos similares que incluyan consultas y métodos participativos con NNA en temas sensibles, en particular la violencia sexual.
  • Experiencia demostrada en prácticas informadas sobre traumas.
  • Facilitación profesional, incluida la utilización de herramientas y técnicas participativas para involucrar a NNA y jóvenes y facilitar la toma de decisiones compartida entre las y los participantes.
  • Trabajo social, divulgación, apoyo a comunidades vulnerables, preferiblemente con NNA migrantes, y con experiencia trabajando en temas de explotación y abuso sexual hacia NNA,
  • Experiencia de trabajo con jóvenes, especialmente víctimas de explotación sexual hacia NNA.
  • Experiencia en tutoría/entrenamiento de profesionales en diferentes contextos y en desarrollo e impartición de formación en línea.

Conocimientos:

Sólidos conocimientos de la atención informada por el trauma, explotación y abuso sexual contra NNA, así como de las normas éticas. Se valorará contar conocimientos sobre el trabajo con NNA migrantes.

Habilidad para:

Organisational background

ECPAT International is a global network of civil society organisations working together for the elimination of the sexual exploitation of children (SEC) in all its manifestations. This includes in the context of exploitation of children in prostitution, child sexual exploitation in digital environments, the sale and trafficking of children for sexual purposes, and the sexual exploitation of children in travel and tourism. The ECPAT Network currently consists of 125 members working as independent organisations or coalitions in 104 countries.

The ECPAT International Secretariat (EIS) coordinates the global work of the network and is based in Bangkok, Thailand. The Secretariat designs and implements global and regional initiatives and undertakes programming, campaigning, advocacy and research to facilitate network initiatives.

Context of the assignment

In June 2023, the inaugural Global Boys Summit brought together over 60 local and international advocates and practitioners working on sexual violence against boys. The summit aimed to discuss challenges and obstacles in service provision to boys, enhance collaboration, share best practices, and develop collective strategies to combat sexual violence against boys. Participants unanimously recognized the pressing need for the establishment of a Global Alliance to ensure that the issue is systematically integrated in the work of the child protection sector, bridging local practices with strategic global advocacy interventions that are based on clear evidence and messaging.

As a result, following the first-in person meeting held in Madrid in January 2024, the Global Alliance on the Protection of Boys from Sexual Violence was established by a core group of international and local organizations with complementary expertise on the issue of sexual violence against boys. The international founding members of the Alliance include ECPAT International, Equimundo, Women’s Refugee Commission, Family for Every Child, Save the Children, All Survivors Project and Physicians for Human Right. The Global Alliance also aims to involve more members from local and international civil society organisations and agencies. This collaborative effort aims to enhance the understanding and the capacity of the child protection sector to address all forms of sexual violence affecting boys in diverse contexts. Most importantly, the action of the Global Alliance aims to be a complementary resource for gender-based violence (GBV) efforts, advocating for gender equity and contributing to the fight against GBV.

In order to do so, the Global Alliance will create a Global Manifesto outlining key messages, purposes, and objectives in integrating the issue of sexual violence against boys within the work of the broader child protection sector, exploring gender transformative approaches contributing to the overall reduction of instances of gender-based violence. The key messages included in the Manifesto will be tested through a pilot campaign to raise awareness on the issue of sexual violence against boys, strengthen the capacity of the child protection system when dealing with boys, and contribute through transformative approaches to gender equity and reduced levels of GBV for all children.

In this framework, the Global Alliance following the recommendations elaborated during the first Global Boys Summit, aims to establish an online landing page outlining the Alliance’s Manifesto, mission, membership and activities, and build a visual identity that reflects the values and the commitment of the Global Alliance. Together with the establishment of the landing page, the Global Alliance will hold consultations to integrate a common online resource library that would be a repository of local and global resources on sexual violence against boys for different audiences such as practitioners, donors and the global public among others.

Objectives of the assignment

The consultant should work towards the creation of a visual identity reflecting the Alliance’s values, avoiding secondary victimization and stereotypes related to boys’ survivors of sexual violence, challenging rigid gender norms and highlighting positive ideas of masculinities. The Global Alliance also welcomes creative art pieces that reinforce decolonisation efforts. The Global Alliance’s visual identity should therefore be grounded in the empowerment and agency of children. Finally, the visual identity should be distinctive, in line with the identity of its members, visually appealing and in line with the Alliance’s values.

The main objectives of the consultancy are to:

  1. Create a visual identity for the Global Alliance on the Protection of Boys from Sexual Violence, including:
  2. Logo (simple and impactful)
  3. Colour scheme
  4. Typography guidelines (Typeface / fonts)
  5. Support the development of style guidelines that govern the use of the identity and ensure consistency across all Global Alliance PR materials;
  6. Assist the creation of visual designs for the Global Alliance landing page, developing design elements for the use of the Global Alliance website;
  7. Create design templates and banners for factsheets, newsletters, events, media and social media campaigns.

Deliverables

The consultant will contribute to developing the Global Alliance visual identity through the following deliverables:

  • Three visual identity concepts (including logo, colour scheme, typography) for review of the Members, with a finalised visual identity concept after review of the Members (with logo in PNG, JPEG and vector formats);
  • A Global Alliance visual identity guideline (max 3 pages), outlining logo usage, color schemes, typography, imagery, and design elements;
  • Website page design files for the Global Alliance landing page;
  • Design templatesand banners for standardized use across members and Global Alliance activities.

The consultant should provide at least three preliminary logos with related visual identity concepts (logo, colour scheme, typography) for consultation among members of the Global Alliance, and after review of the members, the consultant will finalise the preferred concept for delivery, together with the visual identity manual, the website page design files (in cooperation with EPCAT’s IT team, where the landing page will be hosted), and the design templates, allowing for one more round of inputs from the members of the Global Alliance during the finalization process. All materials should be delivered in high resolution formats.

Consultant profile

The consultant needs to have:

  • An established track record in branding, visual identity development, graphic design and web graphic design, for nonprofits and/or companies.
  • Understanding of Global Alliance’s mission and values;
  • Demonstrated ability to take initiative and work independently and within the established deadline.
  • High ethical standards.

ECPAT International and the Global Alliance on the Protection of Boys from Sexual Violence particularly welcome proposals from candidates from the Global South.

Timeline

Expected workload and timeline: provide three preliminary logos with related visual identity concepts: 3 days. After review of the Members (4 days), the consultant will have 5 days to finalise all other deliverables, with one more round of inputs by the Global Alliance.

Preparatory work for this consultancy includes:

  • The revision of logos, visual materials and identity visuals used by Global Alliance members, following the example of ECPAT’s Global Boys Initiative
  • One preparatory online session with members of the Global Alliance
  • One online session after providing the preliminary visual identity concepts
  • A final session with one last round of inputs by the Global Alliance

The contact point for the consultant will be the Head of Programme GBI, who will provide support throughout the process, providing clear guidelines for the work of the consultant.

Additional Information

This is a home-based position using its own equipment. The consultants should be available for online calls including with different time zones in particular with Thailand where ECPAT International Secretariat is based.

Contexto

Sobre el proyecto DTZ SUFASEC

El proyecto implementado por la Alianza Down to Zero1 (en adelante, proyecto DTZ-SUFASEC), cuenta con un componente de lobby e incidencia para América Latina liderado por ECPAT International que busca que, en los debates globales y regionales sobre atención a crisis humanitarias, se incluya la relación que existe entre emergencias humanitarias como la ocasionada en el marco de la migración venezolana y la explotación sexual de niñas, niños y adolescentes. ECPAT International y sus socios, buscan recoger evidencia de migrantes sobrevivientes de explotación sexual, y de profesionales con quienes han tenido relación con esta población desde sus roles en asistencia, fuerzas del orden y cuerpo judicial (entre otros). Esta evidencia servirá para informar procesos de incidencia regional y global en el marco del Proyecto DTZ-SUFASEC, junto a las demás organizaciones miembro de la Alianza.

INFORMES DE MONITOREO DE PAÍS DE ECPAT

Desde su creación hace más de 30 años, ECPAT International ha trabajado para impulsar la atención mundial y la acción contra la explotación sexual de niñas, niños y adolescentes, incluyendo el monitoreo constante de la situación a nivel local, regional y mundial sobre la implementación de acciones para proteger a la niñez y adolescencia. En la actualidad, además de presentar informes alternativos y presentaciones temáticas a mecanismos de derechos humanos como el Comité de los Derechos del Niño y el Consejo de Derechos Humanos, también elaboramos anualmente hasta cinco Informes de País, es decir, informes sobre la escala, el alcance y el contexto de la explotación sexual de niñas, niños y adolescentes.

Los Resúmenes de Países ECPAT son un ejercicio de investigación sobre fuentes principalmente secundarias que resume de manera exhaustiva y presenta de manera concisa toda la información existente y disponible públicamente, y un análisis detallado del marco legal para la explotación sexual de la niñez y adolescencia en un país. Proporcionan una evaluación de los logros y desafíos en la implementación, las medidas para contrarrestar este delito y sugieren acciones prioritarias concretas para avanzar en la lucha nacional contra la explotación sexual de niñas, niños y adolescentes.

OBJETO DE LA CONSULTORÍA:

ECPAT International está buscando un/a investigador/a local, preferiblemente basado/a en Venezuela (o con conexiones y conocimientos comprobados sobre derechos de la niñez y el contexto de las ONG en Venezuela) y con experiencia en investigación para colaborar con el Equipo Internacional de ECPAT para desarrollar una Informe de País sobre Venezuela.

TAREAS CLAVE

  1. Realizar de 10 - 12 entrevistas semiestructuradas a informantes clave (en línea o en persona) utilizando la metodología y las herramientas proporcionadas por ECPAT International. Proporcionar notas detalladas y/o transcripciones (en español) de estas entrevistas.
  2. Sobre la base de las solicitudes del equipo de ECPAT International, brindar apoyo en la recuperación de documentos legales y de políticas que podrían no estar disponibles en línea;
  3. Asistir a llamadas periódicas con el equipo de ECPAT International que trabaja en la Visión General de País de ECPAT y responder a las consultas técnicas/solicitudes de aclaraciones que el equipo de ECPAT pueda tener en la redacción de la Visión General de País;

OVERALL PURPOSE OF THE INTERNSHIP

The ECPAT International internship programme is designed to provide an opportunity to eligible candidates to contribute to and learn about child protection issues, particularly child’s rights to live free of sexual exploitation of children. Eligible candidates have the opportunity to be part of a professional team in an international working environment and through practical and hands-on exposure and involvement to learn about and contribute to ECPAT’s child protection work. Interns are eligible to participate in the ECPAT International Secretariat activities. PRIMARY TASKS

  • Research, collect and analyse information on national laws, legal procedures, policies, and implementation practices related to sexual exploitation of children in ECPAT target countries. This includes research into the status of sexual exploitation of children in the country, general measures of implementation, prohibitions, protection, and prevention measures related to sexual exploitation of children in the context of prostitution, in the online/digital environments, and in the context of travel and tourism, as well as trafficking of children for sexual purposes and child, early and forced marriage.
  • Draft legal sections of ECPAT publications (for example ECPAT Country Overviews or others) and reports for the submission with global or regional human rights mechanisms, such as: the Human Rights Council for the Universal Periodical Review; the Committee on the Rights of the Child for their review of the implementation of the Convention on the Rights of the Child and/or the Optional Protocol on the sale of children, child prostitution and child pornography or; the African Committee of Experts on the Rights and Welfare of the Child for their review on child rights.
  • All reports/publications are written in close collaboration with other members of the ECPAT Research Team and the ECPAT members and partners in the country under review.
  • Be in regular communication with the ECPAT Member organizations and/or partners in the target countries to retrieve and confirm information.
  • As requested, review other ECPAT publications and materials to strengthen texts related to legal and research frameworks.
  • Assist ECPAT International proofreading of publications and other documents.
  • Assist in the preparation of workshops, trainings and meetings on legal issues or human rights reporting.
  • On an informal and as-needed basis, assist with other ECPAT regional and thematic programmatic tasks or any other tasks as assigned.
